I hadn't thought about it before but think that to me when people say 'they say blah blah blah,' they are usually blaming someone else for a viewpoint they themselves hold but won't readily admit, or judging others for a viewpoint they disagree with. One thought. These are such self-centred people that I thing rather than "They say..." they'd say something like, "We have heard..." keeping the focus on themselves. Minor point I know.
